![]() Ngoy pleaded guilty in 2017 to the Washington, D.C. ![]() on a student visa in 2012, but remained after the visa was terminated in 2015, and was protected from deportation by the immigration system despite multiple convictions, including one for sexual abuse. He was arrested and charged in the shocking subway attack last Wednesday on board a Southeastern Pennsylvania Transportation Authority (SEPTA) train near the Philly suburb of Upper Darby. According to the Philadelphia Inquirer, Ngoy was protected from getting the boot despite numerous convictions.
